China tightening controls on Internet after embarrassing postings ...

BEIJING, China ? China?s new communist leaders are increasing already tight controls on Internet use and electronic publishing following a spate of embarrassing online reports about official abuses.

The measures suggest China?s new leader, Xi Jinping, and others who took power in November share their predecessors? anxiety about the Internet?s potential to spread opposition to one-party rule and their insistence on controlling information despite promises of more economic reforms.

?They are still very paranoid about the potentially destabilizing effect of the Internet,? said Willy Lam, a politics specialist at the Chinese University of Hong Kong. ?They are on the point of losing a monopoly on information, but they still are very eager to control the dissemination of views.?

This week, China?s legislature took up a measure to require Internet users to register their real names, a move that would curtail the Web?s status as a freewheeling forum to complain, often anonymously, about corruption and official abuses. The legislature scheduled a news conference Friday to discuss the measure, suggesting it was expected to be approved.

That comes amid reports Beijing might be disrupting use of software that allows Web surfers to see sites abroad that are blocked by its extensive Internet filters. At the same time, regulators have proposed rules that would bar foreign companies from distributing books, news, music and other material online in China.

Beijing promotes Internet use for business and education but bans material deemed subversive or obscene and blocks access to foreign websites run by human rights and Tibet activists and some news outlets. Controls were tightened after social media played a role in protests that brought down governments in Egypt and Tunisia.

In a reminder of the Web?s role as a political forum, a group of 70 prominent Chinese scholars and lawyers circulated an online petition this week appealing for free speech, independent courts and for the ruling party to encourage private enterprise.

Xi and others on the party?s ruling seven-member Standing Committee have tried to promote an image of themselves as men of the people who care about China?s poor majority. They have promised to press ahead with market-oriented reforms and to support entrepreneurs but have given no sign of support for political reform.

Communist leaders who see the Internet as a source of economic growth and better-paid jobs were slow to enforce the same level of control they impose on movies, books and other media, apparently for fear of hurting fledgling entertainment, shopping and other online businesses.

Until recently, Web surfers could post comments online or on microblog services without leaving their names.

That gave ordinary Chinese a unique opportunity to express themselves to a public audience in a society where newspapers, television and other media are state-controlled. The most popular microblog services say they have more than 300 million users and some users have millions of followers reading their comments.

The Internet also has given the public an unusual opportunity to publicize accusations of official misconduct.

A local party official in China?s southwest was fired in November after scenes from a videotape of him having sex with a young woman spread quickly on the Internet. Screenshots were uploaded by a former journalist in Beijing, Zhu Ruifeng, to his Hong Kong website, an online clearing house for corruption allegations.

Some industry analysts suggest allowing Web surfers in a controlled setting to vent helps communist leaders stay abreast of public sentiment in their fast-changing society. Still, microblog services and online bulletin boards are required to employ censors to enforce content restrictions. Researchers say they delete millions of postings a day.

The government says the latest Internet regulation before the National People?s Congress is aimed at protecting Web surfers? personal information and cracking down on abuses such as junk email. It would require users to report their real names to Internet service and telecom providers.

The main ruling party newspaper, People?s Daily, has called in recent weeks for tighter Internet controls, saying rumours spread online have harmed the public. In one case, it said stories about a chemical plant explosion resulted in the deaths of four people in a car accident as they fled the area.

Proposed rules released this month by the General Administration of Press and Publications would bar Chinese-foreign joint ventures from publishing books, music, movies and other material online in China. Publishers would be required to locate their servers in China and have a Chinese citizen as their local legal representative.

That is in line with rules that already bar most foreign access to China?s media market, but the decision to group the restrictions together and publicize them might indicate official attitudes are hardening.

That comes after the party was rattled by foreign news reports about official wealth and misconduct.

In June, Bloomberg News reported that Xi?s extended family has amassed assets totalling $376 million, though it said none was traced to Xi. The government has blocked access to Bloomberg?s website since then.

In October, The New York Times reported that Premier Wen Jiabao?s relatives had amassed $2.7 billion since he rose to national office in 2002. Access to the Times? Chinese-language site has been blocked since then.

Previous efforts to tighten controls have struggled with technical challenges in a country with more than 500 million Internet users.

Microblog operators such as Sina Corp. and Tencent Ltd. were ordered in late 2011 to confirm users? names but have yet to finish the daunting task.

Web surfers can circumvent government filters by using virtual private networks ? software that encrypts Web traffic and is used by companies to transfer financial data and other sensitive information. But VPN users say disruptions that began in 2011 are increasing, suggesting Chinese regulators are trying to block encrypted traffic.

Curbs on access to foreign sites have prompted complaints by companies and Chinese scientists and other researchers.

In July, the American Chamber of Commerce in China said 74 per cent of companies that responded to a survey said unstable Internet access ?impedes their ability to do business.?

Chinese leaders ?realize there are detrimental impacts on business, especially foreign business, but they have counted the cost and think it is still worthwhile,? said Lam. ?There is no compromise about the political imperative of controlling the Internet.?

Autopsy-based study examines prevalence of atherosclerosis among U.S. service members

Dec. 25, 2012 ? Among deployed U.S. service members who died of combat or unintentional injuries between 2001-2011 and underwent autopsies, the prevalence of coronary atherosclerosis was 8.5 percent, with factors associated with a higher prevalence of the disease including older age, lower educational level and prior diagnoses of dyslipidemia, hypertension, and obesity, according to a study in the December 26 issue of JAMA.

"An early breakthrough in the understanding of the natural history of atherosclerotic heart disease was achieved in 1953, when Enos and colleagues at the Armed Forces Institute of Pathology reported a 77 percent prevalence of coronary atherosclerosis among U.S. soldiers killed in the Korean War. By demonstrating anatomically that atherosclerosis affected a large proportion of young individuals without clinical evidence of heart disease, their study revolutionized the understanding of the onset and progression of cardiovascular disease. A follow-up report in the Vietnam War era, along with a number of autopsy studies in the civilian population provided additional evidence that the onset of atherosclerosis may occur at an early age," according to background information in the article. Since the publication of these studies, health policies have been implemented to reduce the risk of cardiovascular disease associated with risk factors such as hypertension, diabetes, cholesterol, and smoking.

Bryant J. Webber, M.D., of the Uniformed Services University of the Health Sciences, Bethesda, Md., and colleagues conducted a study to assess the prevalence of atherosclerosis in the U.S. armed forces. The study included all U.S. service members who died of combat or unintentional injuries in support of Operations Enduring Freedom and Iraqi Freedom/New Dawn between October 2001 and August 2011 and whose cardiovascular autopsy reports were available at the time of data collection in January 2012. Prevalence of atherosclerosis was analyzed by various demographic characteristics and medical history. Classifications of coronary atherosclerosis severity were determined prior to data analysis and designed to provide consistency with previous military studies: minimal (fatty streaking only), moderate (10 percent -- 49 percent luminal [interior of the vessel] narrowing of one or more vessels), and severe (50 percent or more narrowing of one or more vessels). Of the 3,832 service members included in the analysis, the average age was 26 years.

The overall prevalence of coronary or aortic atherosclerosis was 12.1 percent. The prevalence of any coronary atherosclerosis was 8.5 percent; severe coronary atherosclerosis was present in 2.3 percent, moderate in 4.7 percent, and minimal in 1.5 percent. The researchers found that age consistently produced the strongest association with prevalent atherosclerosis. Service members with atherosclerosis (average age, 30.5) were approximately 5 years older than those without; those 40 years of age and older had about 7 times the prevalence of disease as compared with those 24 years of age and younger (45.9 percent vs. 6.6 percent)

Lower education level and higher military entrance body mass index (BMI) were significantly associated with prevalent atherosclerosis, after adjusting for age. As compared with those who completed high school or less, those who completed at least some college had lower prevalence of disease. As compared with those with a normal BMI on military entrance, those with a BMI in the overweight or obese range had a significantly higher prevalence of atherosclerosis

The authors also found that age-adjusted atherosclerosis prevalence was associated with several diagnoses. As compared with those with no major cardiovascular risk factor diagnoses, those with a diagnosis of dyslipidemia (50.0 percent vs. 11.1 percent), hypertension (43.6 percent vs. 11.1 percent), or obesity (22.3 percent vs. 11.1 percent) had a significantly higher prevalence of atherosclerosis.

The researchers note that the prevalence rates found in this study demonstrate a decline from the rates of 77 percent noted in the Korean War and 45 percent in the Vietnam War, but add that targets for further improvement remain.

"Military and civilian health care systems should continue to help patients reduce their cardiovascular risk factors, beginning in childhood and continuing throughout adult life. Despite remarkable progress in prevention and treatment, cardiovascular disease remains the leading cause of death in the United States and other developed nations, and even small improvements in the prevalence of smoking and other risk factors may reduce death rates further and prolong healthy lives."

Editorial: Combating the Epidemic of Heart Disease

Daniel Levy, M.D., of the National Heart, Lung, and Blood Institute, Bethesda, Md., comments on the findings of this study in an accompanying editorial.

"Autopsy studies have demonstrated that coronary disease begins at a young age. Consequently, primary prevention campaigns to address obesity and related risks should begin in childhood. Declines in cardiovascular disease risk factors have almost certainly contributed to the observed reductions in prevalence of subclinical atherosclerosis, incidence of clinical atherosclerotic disease, and deaths from heart disease. Although age-adjusted heart disease death rates have declined by 72 percent since their peak during the Vietnam War years, cardiovascular disease remains the leading cause of death in the United States. The national battle against heart disease is not over; increasing rates of obesity and diabetes signal a need to engage earlier and with greater intensity in a campaign of pre-emption and prevention.

End of the world on 12/21/12? Not just yet, says the Vatican's top astronomer. (+video)

The director of the Vatican Observatory dismissed talk of a Mayan doomsday on Dec. 21, 2012, saying that the end of the Earth, if it happens, is billions of years away.

A Mayan prophecy that the world will end this week may have the more credulous stocking up on supplies and fleeing to "sacred" mountains in the hope of miraculous last-minute salvation by aliens.

But while the idea that Earth could be shattered into a billion pieces by some sort of interplanetary cataclysm has worried millions of people around the world, the Holy See's chief astronomer suggests that life as we know it is unlikely to come to an end quite so soon.

In an editorial in the Vatican's official daily newspaper, L'Osservatore Romano ? in an issue whose front-page article was entitled??The end is not nigh ? at least for now? ? Rev. Jose Gabriel Funes, the?director of the Vatican Observatory, criticized "pseudo-prophecies" about the end of the Universe.??

?In the media and on the internet there is a great deal of talk of the end of the world, which the Mayan calendar supposedly?predicted for Dec 21. If you do a search on Google, you get 40 million results on the topic,? wrote Father Funes, a Jesuit priest from Argentina.

A 5,125-year cycle known in the Mayan calendar as the Long Count comes to an end on Friday and has been widely interpreted by cultists, New Age disciples, and believers in the esoteric as heralding the destruction of the planet.

But in a lengthy discourse on astronomy and Christian belief, he said it was ?not even worth discussing the scientific basis of these claims."

He acknowledged that the universe was slowly expanding, but that the destruction of the Earth ? if it ever happens ? will not occur for billions of years.

In any case, he said, Christians subscribe to the ?fundamental conviction that death is not the last word.?

Four hundred years after the Roman Catholic Church put Galileo on trial for heresy based on his belief that the Earth revolved around the Sun and not the other way round, the Vatican is rather more forgiving of the science of astronomy.

Its observatory is at Castel Gandolfo, the summer residence of the pope, which lies in the hills outside Rome. One of the oldest astronomical research institutes in the world, it also has a research facility hosted by the Steward Observatory at the University of Arizona in Tucson.

Funes, who has a master?s degree in astronomy from the National University of Cordoba in Argentina as well as degrees in philosophy and theology, was made director of the observatory in 2006.

He has not been reluctant to take modern science into account when considering religious tenets. In an interview in 2008, he said it was possible that intelligent forms of life could exist on other planets in the solar system.

Aliens would still be God?s creatures, he said, in an article in L?Osservatore Romano headlined?"The extraterrestrial is my brother." The notion did not necessarily contradict the teachings of the Catholic Church, he said, arguing that to dismiss the possibility of alien life would be to underestimate God?s creative powers.

(AP) ? Israel has advanced a project for 942 more settler homes in east Jerusalem closer to construction as part of a new fast-track plan to tighten its grip on the territory.

Palestinians want to establish a capital in east Jerusalem and say any Israeli construction there undermines their claims.

The Interior Ministry says a government planning committee moved the project to the advanced stage of asking contractors to submit bids to build them.

Once a bid is awarded, construction can begin.

The homes are among some 5,000 new settler homes that Israel moved closer to construction in the past week.

Prime Minister Benjamin Netanyahu launched a settlement construction push to punish the Palestinians for winning recognition of a de facto state at the United Nations last month.

Ultrasound diagnoses appendicitis without X-rays

Dec. 24, 2012 ? Children suspected of having appendicitis are more likely to receive CT scans, which involve radiation, if they are evaluated at a general hospital, a new study by Washington University School of Medicine in St. Louis has shown.

Similar patients who went to St. Louis Children's Hospital were more often evaluated with an ultrasound scan, a safer option that uses sound waves instead of radiation to confirm or rule out the need for surgery to remove the appendix.

Use of either scanning technique can potentially reduce the occurrence of unnecessary surgeries and expedite the diagnosis of appendicitis. But recent reports have suggested that the radiation exposures in CT scans can significantly increase children's lifetime cancer risk. As a result, researchers are reassessing the role of CT scans and seeking ways to reduce their use.

The study appears online Dec. 24 in the journal Pediatrics.

"Appendicitis is a very tough diagnosis, because its symptoms overlap with viral infections and other problems," says first author Jacqueline Saito, MD, assistant professor of surgery. "We don't want to operate when the appendix is fine, but if we wait too long, an inflamed appendix can rupture or perforate, making recovery more complicated and much slower."

The appendix is a finger-shaped pouch that extends from the large intestine. Infection or blockage of the appendix causes appendicitis, which can lead to abdominal pain, vomiting and fever.

Saito and her colleagues analyzed case records of 423 children who had appendectomies, or surgery to remove the appendix, at St. Louis Children's Hospital. In 218 patients initially evaluated at Children's Hospital and 205 at general hospitals, researchers reviewed how the patients were evaluated for appendicitis and whether the surgery's results confirmed the diagnosis.

CT scans, which take X-ray images from multiple angles, have been the primary diagnostic scan for detecting appendicitis for many years. About 85 percent of children initially evaluated at a general hospital underwent preoperative CT scans, and 45 percent of children initially seen at St. Louis Children's Hospital had CT scans. Using ultrasound to detect appendicitis has recently become more frequent, especially at St. Louis Children's Hospital; over half of children initially seen at St. Louis Children's Hospital, compared to 20 percent at general hospitals, had preoperative ultrasound.

Only 7 percent were not scanned using either method, and 15 percent had both types of imaging.

While ultrasound scans are safer for diagnosing appendicitis in children, they must be performed and interpreted by personnel who have received specialized training and are familiar with pediatric diagnostics.

"Ultrasound scans are difficult to perform correctly in this context, and what specialists can do at Children's Hospital may not be realistic or even available in a general hospital, which doesn't care for children as often," Saito says.

Saito is currently studying the outcomes of patients whose scans ruled out an appendectomy, looking to see if they had any additional symptoms or eventually had to have their appendixes removed.

"Ultimately what we'd liked to do is learn how we can reduce our use of CT imaging without compromising patient care," she says. "We want to find ways to identify the patients who really need these scans and those who can be effectively evaluated using other methods."

Gloomy predictions as Washington approaches the 'fiscal cliff'

It's still possible that the 'fiscal cliff' with its automatic?tax increases and across-the-board spending cuts can be avoided. But the clock is ticking toward Jan.1, and most lawmakers are pessimistic.

The New Year may be more than a week off, but realistically Congress and the White House have less than that as the clock ticks toward the ?fiscal cliff? with its automatic tax increases and across-the-board spending cuts that could throw an already-weakened economy into a tailspin.

On the Sunday before Christmas, lawmakers worried and postured, with a few ? very few ? expressing just a bit of optimism that anything would be done in time.

"We can do better and we should do better," Senate Budget Committee chairman Kent Conrad said on ?Fox News Sunday.? "I would hope that we would have one last attempt here to do what everyone knows needs to be done: which is a larger plan that really does stabilize the debt and gets us moving in the right direction.?

For now, says Sen. Conrad (who?s retiring), Speaker John Boehner and the White House should ?split the difference? on the most recent offers from both sides, resulting in $1.45 trillion in spending cuts and $1.15 in revenue for a combination of $2.6 trillion.

?You couple that with the $1.1 trillion that?s already been done [in the Budget Control Act] and you?re at $3.7 trillion,? he said.

That leaves a lot of heavy lifting, Conrad concedes: ?Is it perfect? No. Is it everything we?d hoped for? No. Does it match what Bowles-Simpson did? No.?

The general mood Sunday was well expressed by another senator about to retire, Joseph Lieberman.

"It's the first time that I feel it's more likely we'll go over the cliff than not,"?Sen. Lieberman said on CNN?s ?State of the Union.? "If we allow that to happen it will be the most colossal consequential act of congressional irresponsibility in a long time, maybe ever in American history because of the impact it'll have on almost every American.?

Joining Conrad on Fox News, Sen. Jon Barrasso, (R) of Wyoming, said tumbling off the fiscal cliff is inevitable.

?I believe the president is eager to go over the cliff for political purposes,? he said. ?He senses a victory at the bottom of the cliff.?

Obama already has scaled back his ambitions for a sweeping budget bargain. Before leaving the capital on Friday, he called for a limited measure that would extend the Bush-era tax cuts for most people and stave off federal spending cuts. The president also urged Congress to extend jobless benefits for the long-term unemployed that would otherwise be cut off for 2 million people at the end of the year.

But reverting to higher tax rates for even the wealthiest Americans remains a show-stopper for many tea party Republicans in the House of Representatives.

Judging by the latest twists in the drama ? including House Speaker John Boehner?s inability to get his own party behind his ?Plan B? ? plus public opinion polls showing Obama with a much better job rating than Boehner and the GOP seen as mostly to blame, Obama in fact may be more inclined to hang tough.

?The truth of the matter is, if we do fall off the cliff after the president is inaugurated, he?ll come back, propose just what he proposed ? and we?ll end up adopting it,? said Sen. Johnny Isakson, (R) of Georgia on Fox News. ?Why not go ahead and act now??

Why not, indeed said Sen. Amy Klobuchar, also speaking on Fox News.

"It is time to get back to the table," said the Minnesota Democrat. "And I hope if anyone sees these representatives from the House in line shopping or getting their Christmas turkey, they wish them a merry Christmas, they're civil, and then say go back to the table, not your own table, the table in Washington."

Sacks of potatoes stand in for humans in Boeing's in-air Wi-Fi tests

CHICAGO (AP) -?If the wireless Internet connection during your holiday flight seems more reliable than it used to, you could have the humble potato to thank.?

While major airlines offer in-flight Wi-Fi on many flights, the signal strength can be spotty. Airlines and aircraft makers have been striving to improve this with the growing use of wireless devices and the number of people who don't want to be disconnected, even 35,000 feet up.?

"That's where potatoes come into the picture," Boeing spokesman Adam Tischler said.?Engineers at Chicago-based Boeing Co. used sacks of potatoes as stand-ins for passengers as they worked to eliminate weak spots in in-flight wireless signals. They needed full planes to get accurate results during signal testing, but they couldn't ask people to sit motionless for days while data was gathered.?

It turns out that potatoes ? because of their water content and chemistry ? absorb and reflect radio wave signals much the same way as the human body does, making them suitable substitutes for airline passengers.?

"It's a testament to the ingenuity of these engineers. They didn't go in with potatoes as the plan," Tischler said.?

Recapping the serendipitous path that led to better onboard wireless, Tischler said a member of the research team stumbled across an article in the Journal of Food Science describing research in which 15 vegetables and fruits were evaluated for their dielectric properties, or the way they transmit electric force without conduction.?

Its conclusions led the Boeing researchers to wonder if potatoes might serve just as well as humans during their own signal testing. Despite some skepticism, they ended up buying 20,000 pounds of them.?

Video and photos of the work, which started in 2006, show a decommissioned airplane loaded with row upon row of potato sacks that look like large, lumpy passengers. The sacks sit eerily still in the seats as the engineers collect data on the strength of wireless signals in various spots.?

The Boeing engineers added some complicated statistical analysis and the result was a proprietary system for fine tuning Internet signals so they would be strong and reliable wherever a laptop was used on a plane.?

Boeing says the system also ensures Wi-Fi signals won't interfere with the plane's sensitive navigation and communications equipment.?

"From a safety standpoint, you want to know what the peak signals are, what's the strongest signal one of our communications and navigation systems might see from a laptop or 150 laptops or 350 laptops," Boeing engineer Dennis Lewis explains in a video.?

In a nod to the humor in using a tuber to solve a high-tech problem, researchers dubbed the project Synthetic Personnel Using Dialectic Substitution, or SPUDS.?

The company says better Wi-Fi signals can be found already on three Boeing aircraft models flown by major airlines: 777, 747-8 and the 787 Dreamliner.

For example, if you enjoy photography, you can start a website talking about something related to photography - you'll have to choose a niche that has enough demand by surfers and low competition. Then write and/or let others write for the site and create enough ideal content. Put your affiliate links and affiliate products on your site, also related to the topic you'll work with. Then get free traffic from link building, article marketing, or search engine optimization. You'll get surprised with the financial potential of this type of work. If your site has good enough conversion rate, you can profit a lot from just 100 visitors a day. You can easily replicate the process with other niches. Among all the reasons to get in the internet marketing, or joining valuable affiliate marketing communities, is that it's a permanent residual income opportunity, meaning, your links remain online always, so there will always be a chance that someone opts in from them.

You'll find plent of reasons to do this type of job along the way, but at least learning more about it is a good step, to get another benefit from your web development talent.

Three years ago, a Pentagon report warned that Mexico was on the brink of becoming a failed state, notes a special report in The Economist. Instead, Mexico?s economic growth has overtaken and surpassed that of Brazil. And as Chinese wages have quintupled in the past 10 years, Mexico?s competitiveness is rising to match its great field position next door to the US Sun Belt. The flat-screen TVs are the least of it. What?s amazing to The Economist is how little Americans know about the progress of their southern neighbor. It estimates that nearly a tenth of current US residents, or their children, are Mexican citizens. But as the Monitor has noted, net migration from Mexico has dropped to zero or lower as opportunities there have expanded.

Many Americans have heard, if vaguely, of Mayan calendars that seem to predict the end of the world coming in a few weeks. But few have heard that recent translations revise that apocalypse into something more like a renewal or fresh start. And that, the magazine argues, looks to be where Mexico is heading.

Lincoln?s example for today?s mess

In these times of winter winds whipping across the ?fiscal cliff? at Americans? feet, compromise is suddenly in again. What was scorned in the tea party upswell of 2010 as caving in to bad Washington habits, is lauded in late 2012 as adult behavior and getting something done.

History, of course, stands on both sides of the compromise question. Abraham Lincoln may have been the self-effacing pragmatist who could hold together a diverse ?team of rivals.? But he was not about compromise. This is something the new Steven Spielberg film on Lincoln gets right, says The New Yorker?s Adam Gopnik. The United States had been straddling various compromises over slavery for years, he says, and there are still arguments over whether Lincoln could have avoided the unprecedented human suffering of the war. But Lincoln instead stood at the end of the line for compromise. His position was absolute, both on union and on slavery.

?Lincoln was an uncompromising man who sponsored violence on a hitherto unimaginable scale; that he paid the highest price himself for the noble but hugely costly morality in which he believed is one of the things that makes his story still so fateful and, in its way, uncompromised.?

Russia acknowledges that Syrian leader may fall

BEIRUT (AP) ? Russian President Vladimir Putin distanced himself further than ever from Syria's embattled leader on Thursday, suggesting that Bashar Assad's regime is growing weaker while warning that his decline could exacerbate the country's crisis.

Putin insisted, however, that Russia's position on the conflict has not changed and that only a negotiated agreement could "prevent a breakup of the country and an endless civil war."

Other Russian officials have made similar statements recently, although Putin's carry much more weight, suggesting that resignation to the idea that Assad could fall extends to the Kremlin's top reaches.

Last week, Russia's top envoy for Syria was quoted as saying Assad's forces were losing control of the country. Although the Foreign Ministry backpedaled on the statement, analysts have suggested for months that Russia's leaders recognize that Assad may fall.

Russia has stood staunchly by Assad throughout the 21-month conflict, providing his forces with weapons and, along with China, protecting his government from censure by the U.N. Security Council for its violent crackdown on the opposition.

His latest comments, however, suggested that Russia realizes Assad's days could be numbered.

"We are not preoccupied that much with the fate of the Assad regime," Putin told reporters during his annual, hours-long press conference in Moscow. "We realize what's going on there and that the family has been in power for 40 years. Undoubtedly, there is a call for changes."

But Putin said the erosion of Assad's regime might extend the war, not end it.

"We are worried about another thing: What happens next," he said. "We don't want to see the opposition come to power and start fighting the government ... so that it goes on forever."

He said Russia does not seek "to keep Assad and his regime in power at any cost," but to foster an agreement among Syrians that "will ensure their safety and their participation in governing the country."

World powers have tried numerous times to push for a political solution in Syria, but neither side has showed any interest in negotiations, both thinking they can win militarily.

The Russian comments came as rebels seeking to drive Assad from power are making gains throughout the country, storming military bases in the north and expanding their control in a string of towns near the capital Damascus, Assad's seat of power.

While few expect the 21-month conflict to end soon, analysts say the balance appears to be tipping in favor of the rebels, however slowly.

Also Thursday, days of intense clashes in a Palestinian refugee community in south Damascus subsided and hundreds residents who had fled returned to their homes after Palestinian leaders negotiated the rebels' exit from the neighborhood.

About one third of Syria's half-million Palestinians live in the Yarmouk district, and more than 100,000 of them fled the area as rebel forces pushed in and clashed with government troops, activists and U.N. officials said.

Most sought shelter on the neighborhood's outskirts, while others moved elsewhere in Damascus or to other cities. A few thousand crossed the border to Lebanon, where the United Nations sought to accommodate them in Lebanon's camps.

One refugee said she returned Thursday to find rebels still in the streets.

"I saw damage in Yarmouk street," Zeina Abbas, 42, said by phone from the camp, referring to one of the area's thoroughfares.

Damascus-based Palestinian official Khaled Abdul-Majid told The Associated Press that the exiled leader of the Palestinian group Hamas, Khaled Mashaal, and Islamic Jihad leader Ramadan Abdullah Shallah were negotiating remotely from Cairo to get the remaining rebels out of Yarmouk.

"There are no guarantees from the gunmen," Abdul-Majid, adding that the rebels should go back to their poorer neighborhoods further south.

Syria's uprising has posed a dilemma for Syria's Palestinian refugees. Assad has long portrayed himself as a champion of their cause and granted them more rights than Palestinians in other Arab countries enjoy.

But as the country descended into civil war, some took up arms with the rebels while others fought for the regime. Last week's clashes began when Syrian rebels enter Yarmouk to back up anti-regime Palestinians fighting pro-regime factions.

On Thursday, several Syria-based Palestinian groups called on Palestinians to return to the camp, saying "it will be a safe area."

Syria's conflict started in March 2011 with political protests and has since become a civil war with scores of armed groups across the country fighting Assad's forces.

The government says the rebels are foreign-backed terrorists who seek to destroy the country. While it does not report on the conflict's death toll, anti-regime activists say more than 40,000 people have been killed.

A new U.N. human rights report said the civil war is increasingly a sectarian conflict between rebels from the country's Sunni Muslim majority and government forces largely supported by the country's religious and ethnic minorities.

The report was released by an independent U.N. commission charged with investigating abuses during the war. It said most of the conflict's victims were civilians and that many were killed by government shell and bomb attacks that appeared "disproportionate" and did not discriminate between fighters and civilians.

It faulted opposition fighters for not differentiating themselves from the civilian population and for executing prisoners.

Sergio Pinheiro, the commission's head, told reporters in Brussels that the rise of foreign fighters in the opposition ranks also raised concerns.

"The commission is extremely worried by the presence of foreign fighters ... who are not fighting for human rights and democracy," he said. "By their own admission, they are very proud of their breaches of humanitarian law."

He also said that continued war will not solve the conflict.

"We think this is a war where no military victory is possible," he said. "It is a great illusion that providing arms to one side or the other will help end it."

Russian lawmakers back adoption ban in dispute with U.S.

MOSCOW (Reuters) - Russia's lower house of parliament approved on Friday a proposed law banning Americans from adopting Russian children, in retaliation for U.S. human rights legislation which Vladimir Putin says is poisoning relations.

The State Duma overwhelmingly backed a bill which also would outlaw U.S.-funded "non-profit organizations that engage in political activity", extending what critics say is a clampdown on Putin's opponents since he returned to the presidency in May.

The measure responds to a new U.S. law known as the Magnitsky Act, passed by the U.S. Congress to impose visa bans and asset freezes on Russian officials accused of involvement in the death in custody of anti-corruption lawyer Sergei Magnitsky in 2009.

Washington's ambassador to Moscow, Michael McFaul, said the Russian bill unfairly "linked the fate of orphaned children to unrelated political issues," while the U.S. State Department rejected any parallels with the Magnitsky Act.

Putin hinted at a news conference on Thursday that he would sign it into law once the Senate votes on it next week, describing it as an emotional but appropriate response to an unfriendly move by the United States.

"It is a myth that all children who land in American families are happy and surrounded by love," Olga Batalina, a deputy with Putin's ruling United Russia party, said in defense of the new measures.

In a pointed echo of the Magnitsky Act, the Russian legislation has become known as the Dima Yakovlev law, after a Russian-born toddler who died after his American adoptive father left him locked in a sweltering car.

The law has outraged Russian liberals who say children are being made victims of politics. Some government officials, including Foreign Minister Sergei Lavrov, have expressed reservations about the legislation.

"Children should not be a bargaining chip in international affairs," said Mikhail Fedotov, the head of the Kremlin's human rights council.

Speaking in Washington, State Department spokesman Patrick Ventrell said the United States is ready to work with Russia on any concerns over adoptions, but rejected any comparisons between the Magnitsky Act and the Russian legislation.

"It's hard to imagine a reciprocal situation," Ventrell said. "It's Russian children who will be harmed by this measure."

Last year, 962 Russian children from orphanages were adopted by Americans. More than 45,000 have found homes in the United States since the 1991 Soviet collapse. Their parents are either dead or unable to care for them and some have complex medical needs.

The spat is overshadowing efforts to improve relations with U.S. President Barack Obama's administration.

Signaling Moscow is worried about long-term damage to trade and diplomatic ties, Lavrov has taken the rare step of appearing to stake out a view that differs from the Kremlin line. The Kremlin hopes Obama will visit Russia for a summit in 2013.

Meanwhile, the United States and Russia formally informed the World Trade Organization in Geneva on Friday that they would apply the WTO agreement between each other.

Russia joined the WTO in August, but the two countries have not had full WTO relations because the U.S. Congress needed to pass a bill first to establish "permanent normal trade relations." It did that as part of the Magnitsky legislation.

RHETORIC REMINISCENT OF COLD WAR

In a debate peppered with patriotic rhetoric reminiscent of the Cold War, deputies described foreign adoptions as an embarrassment, implying Russia could not care for its own.

The proposal was backed by 420 deputies and opposed by only seven in the 450-seat chamber. It's easy passage reflected a growing conservatism in society since Putin's return of the presidency.

The provision targeting non-governmental organizations, or NGOs, has also upset international human rights groups which accuse Putin of clamping down on civil society and dissent in his new six-year term as president following the biggest protests of his 13-year domination of Russian politics.

"There is a huge risk that the vaguely worded provisions in this bill will be used to clamp down on government critics and exposers of abuses," said John Dalhuisen, Europe and Central Asia Program Director at Amnesty International.

It was fast-tracked and came to the third of three readings in the Duma's last session before the chamber, which is dominated by Putin's party, broke up for holidays.

It will go to a vote in the Senate next week but final approval rests with Putin.

Russia is the third most popular country for U.S. foreign adoptions after China and Ethiopia, according to the U.S. State Department, something regretted by Russian politicians.

"We are against our orphans wandering the globe," United Russia deputy Vladimir Vasilyev said.

Critics say the new move will deprive children stuck in orphanages the chance of growing up in the care of families.

"This has nothing to do with the Magnitsky Act," Fedotov said. "For us to transition to a refusal of international adoptions, we need for all children to be adopted in Russia. ... This is a long-term goal."

Some prominent non-governmental organizations will be threatened with closure as the law bans U.S.-sponsored political NGOs from working in Russia. Russians who also hold U.S. passports will be unable to lead such groups.

Russian human rights activists said the latter provision specifically targeted veteran campaigner Lyudmila Alexeyeva, 85, a Soviet-era dissident who leads the Moscow Helsinki Group.

Putin has accused the United States of stoking protest against his nearly 13-year rule and Russia ordered the U.S. Agency for International Development (USAID) to halt its work in the country in October.

Russian officials say they fear foreign powers will use non-profit groups to bring about the type of street protests that toppled governments in Georgia and Ukraine.
