3-D printed gun fires 6 shots ? then falls apart

The idea of using a 3-D printer to create a gun is controversial and interesting, but it seems to still be a ways off from?equaling?the quality of machined parts. A gun with a major part printed that way failed after just six shots when some enthusiasts decided to give the tech a try.

Creating a printable gun is the project of Defense Distributed, which is working on what it calls the WikiWeapon. But the effort isn't far enough along to create a working firearm, so Defense Distributed used a design created by another printed-gun creator who goes by the name HaveBlue.

HaveBlue claimed in July to have fired his printed gun hundreds of times, which doesn't seem impossible given the quality of the printing.?The part printed by the group is called the lower receiver, which is where a round is received from the magazine. Pictures show it to be very well made, and it appears to fit exactly to the other parts in the gun kit they used.

But the pressure of the recoil appears to have been too much for the "buffer ring," which separates the stock from the upper receiver. After firing just six shots, the gun split in two. It's a serious setback, especially considering they were firing a lower-caliber cartridge than the gun would normally shoot.

The legality of all this is unknown, not to say in dispute. It is legal to create your own firearms, but not to distribute them ? and in the case of printed guns there's a bit of both going on. The ATF is looking at the subject, but for now it's all something of a grey area.

Russia may soften religion law over Putin concerns

MOSCOW (Reuters) - Russian lawmakers are reworking a draft law introducing prison terms for religious offences after signs that Vladimir Putin is concerned it could undermine the delicate balance between the country's many religions.

The president's party proposed the law after two members of the Pussy Riot punk band were jailed for two years over a protest in a cathedral against Putin's increasingly close ties with the Russian Orthodox Church.

Putin has trod a thin line between celebrating a secular state of many religions and promoting the Russian Orthodox Church since rising to power in 2000, but has leaned more on the Orthodox Church for support since starting his third term as president in May following protests against his rule.

Opponents say the draft law is intended as part of broader Kremlin moves to suppress dissent and bolster public support by casting Putin, a former KGB spy, as the protector of religious believers.

Critics have also said the definition of offending religious feelings is so broad and vaguely defined in the draft law that it risks being ineffective or applied selectively in practice, hurting relations between Russia's many religions.

"The impression is that in the Kremlin they understood that somehow they have overdone it," said Alexei Malashenko, a religion expert at the Carnegie Moscow Center think tank.

"The goal of this law is still to tighten regulations in general but they understand that a too radical tightening is dangerous so they will consult now and hold talks, especially as at the Kremlin itself there is no unanimity on that matter."

Yaroslav Nilov told Reuters that the parliamentary committee overseeing the legislation, which he heads, was looking again at the wording after Putin told his advisory council on human rights that lawmakers should not rush with the bill.

He did not comment on the jail term it now envisages -- up to three years for offending religious feelings and up to five years for inflicting damage on religious sites or holy books, in addition to fines and community work.

"What does offending religious feelings mean? Is the most important principle for Muslims, that there is no God but Allah, an offence to the religious feelings of Christians?," said Alexei Grishin, a member of Russia's Civic Chamber, an advisory body to the Russian authorities.

"Most likely it is if you approach it very stringently, as it suggests all other gods are not really gods. So the law really needs to be worded very precisely, otherwise it would lead to unpredictable consequences."

RUSSIAN ORTHODOX CHURCH RESURGENT

The Russian Orthodox Church has been resurgent since the collapse of the Soviet Union in 1991, but atheistic traditions are also strong after decades of repression of religious faith during the Soviet Communist era.

About three in four Russians say they are Orthodox Christians and a vast majority were outraged by the profanity-laced Pussy Riot protest in February, although far fewer supported the tough sentences, opinion polls showed.

The two members of the all-female protest band were sentenced for hooliganism motivated by religious hatred.

Nilov, head of parliament's committee on civic and religious groups, said he hoped the jail terms would stay.

"We are refining the wording. The law will only be passed next year," he said, adding that one change discussed was aimed at avoiding legal discrimination of atheists.

"For example, we will move away from talking of safeguarding the feelings of believers towards creating a punishment for offending people because of their views on religion. Such a phrase will also include non-believers."

Rights activists have said the legislation, in its current form, could blur the line between religion and the state in Russia, which by constitution is a secular country.

"I think our legislation already has enough instruments to protect against attacks on citizens whose right to easily exercise their freedom of conscience, both in religious and other terms, is hindered," Russia's human rights ombudsman, Vladimir Lukin, said.

Converged billing is a core component of the company?s service offering to the market, particularly within emerging markets like Africa.

Aside from the way information is gathered and used to strengthen customer service, Comverse also used the event to highlight the increasing relevance of social networking to business growth.

Geller explains that the convergence of telecommunication systems and services into the social network realm is a growing trend. ?It is a trend fuelled by the fact that more people are spending more time on social networks and, from a sales and services point of view, it means that more customers are engaged with social networks.

According to Geller this resource can be used by customers to avoid having to use traditional systems, such as call centres, to manage accounts and update services.

Comverse showed delegates how to utilise Facebook to manage and update accounts, send and receive voice mail, respond through SMS and leverage off telecommunication services.

?So it is taking all the systems and bringing them onto social media. It is about saying ?I am going to follow my customers and not going to lose them to other channels, I am going to take my offering and bring it to them as well?,? Geller explains.

Gelller believes the ICT industry, throughout many regions across the world, is experiencing lower margins and there is an impact on services.

However, he says that service providers are looking to new avenues and service channels to embrace innovation and grow businesses.

Machine-to-machine is one example. ?The way we view the industry is changing and we are trying to help our customers reinvent themselves in the new world,? Geller says.

The Indian rental housing sector is seriously under-serviced by the organized real estate Industry. The onus to meet the huge demand for such housing falls largely on the unorganized sector ? meaning individual property owners. By the same coin, the rate of organization of the sector is so rapid that we can see the shortage of rental space increasing alarmingly on a year-on year basis.

Also, one should remember that the shortage of rental space in India extends far beyond the usually considered boundaries. It is typical to focus only on the mega cities, which have a lot of economic activity and, therefore, a large quantum of inbound workforce to drive rental demand.

If we factor in the 30+ cities in India with populations of more than a million that also generate a considerable demand for rental accommodation, the problem becomes huge.

Another aspect of the rental property conundrum in India is that there is no thought given to the different kinds of products required to meet the different types of rental demand. For instance, there is a huge imbalance between bachelor and family residences in the rental market in most cities. So far, there has been no real concept of public or private agencies constructing residential projects specifically aimed at meeting the demand for rental housing. It is only now that agencies such as MHADA and MMRDA have woken up to this lacuna and have initiated certain projects targeted to meet this demand.

The first thing to do while planning to rent out your home is to find out all the details about the prevailing rental rates in your vicinity. You could consider approaching 2-3 brokers to find an accurate estimate. Next comes choosing a tenant. You may choose a tenant through a broker, advertisement or even word of mouth. Before finalizing a tenant, look into the prospects? records, such as salary slips and bank statements to ensure their capacity to meet the rent obligations in a timely manner. o avoid future litigation related to the property, including vacating it when stated, all terms and conditions of the property let-out must be explicitly stated and authorized by both parties in a rent agreement or deed. Additionally, the agreement must be signed by two witnesses.

Though registering a rent deed is not mandatory, it is advisable to do so, particularly if the rent amount is substantial. Important components of a rent deed are:

1. The purpose of the let-out, whether residential or commercial

2. Duration of tenancy, which is typically between 11 months and 5 years

3. Clause for terminating the tenancy, including duration of the notice period

4. Monetary details, including terms of deposit, monthly rent and periodical increase in rent

5. Penalty for violating any clause of the agreement

6. If a rent agreement is made with a corporate entity, it should mention the details of the person authorized to execute the agreement on the company?s behalf.

Till a few years ago, one of the most dreaded things to do for many house owners was renting out their property. Most house owners preferred to lock up their property rather than renting them out to unknown people. This is because of their own bad experience, or what they heard or read about the bitter experiences of others, and the rent control laws favoring tenants. Now things are getting better thanks to the changing rent control laws.

Renting out your unoccupied property is a wise option. By renting out your property, you can generate a significant amount of income, which can help you in a number of ways, besides taking care of house maintenance expenditure. The first thing to do while planning to rent out your home is to find out all the details about the prevailing rental rates in your vicinity. Generally, it is better to rent out properties for a short duration. The eleven-month agreement is chosen by people, as it pre-empts the rent control laws, which apply after 12 months. However, companies prefer a longer period of lease.

Always go for a legal agreement and register it. Prepare a comprehensive agreement without any loophole. The agreement must be carefully drafted by a property lawyer.

There are three types of agreements for renting out: a) Rental b), Lease, c) Leave and License. ?Leave and License? agreement is the best option. Under this type of agreement, property owner?s interest is better protected than others.

Take advance rent and security deposit, it will be useful, in case the tenant fails to pay the dues on time.
