More troops sent to India's strife-torn northeast

BIJNI, India (AP) ? Indian authorities rushed more troops to a remote northeastern state on Thursday to quell ethnic violence that has killed dozens over the past week and left villagers frightened to return to the remnants of their homes.

Clashes between members of the ethnic Bodo community and Muslim settlers in Assam state have left 42 people dead and 13 others missing, state officials said. Six of the 42 were killed by security forces, who were given a mandate Tuesday to shoot rioters on sight.

The killing of four Bodo men last week sparked off violent attacks by Bodo tribespeople on Muslim villages.

Hundreds of homes were torched and more than 200,000 people fled their homes for relief camps set up in schools and government buildings.

On Thursday, Assam's Chief Minister Tarun Gogoi met with Bodo and Muslim leaders in an effort to defuse tensions and restore peace, while the federal government ordered more troops to be sent to the three worst-hit districts, Kokrajhar, Dibrugarh and Chirang.

A curfew has helped curtail the violence, but the situation remains uneasy and tense, said local officials. Police reported sporadic incidents of violence in Chirang as armed bands of Bodo youth roamed the deserted villages.

Soldiers have orders to shoot to kill arsonists and a 24-hour curfew is in place, said G. D. Tripathi, Assam's home secretary.

There are already 6,000 army and paramilitary soldiers on the ground. They have marched through towns and villages in a show of force to give residents confidence to return to their homes.

Thousands of frightened villagers are crammed into about 125 relief camps hastily set up by local administrators.

Each day there is a scramble for limited supplies of water and food. Harried officials are trying to provide food, clothes and mattresses for the streams of people who have lost all their possessions.

Among them is a dazed-looking Laily Begum, a mother of three small children. On Sunday, Begum's Muslim husband was hacked to death by sword-wielding attackers near the town of Bijni in Chirang.

"I don't know if I should be mourning my husband or fighting for food for my children," she cries, tears snaking down her face.

Begum fled with her children and from a distance saw the attackers repeatedly stabbing her husband, Mohammad Hasen Ali. Later, her neighbors told her his body had been thrown into a river.

On Thursday, the Assam government announced that 600,000 rupees ($11,000) would be paid as compensation to the families of those killed.

Thanks in part to the gift-giving tendencies of the Milwaukee Brewers' bullpen, the Philadelphia Phillies have run off a four-game winning streak ? three by walk-offs ? and generated some excitement in a season of miserable underachieving.

But they shouldn't be deceived about making a run for the playoffs ? an unlikely long shot after 99 games, nine games under .500, 9 1/2 games behind the second wild card and six teams to pass ? not to mention with two of three aces not pitching that way.

Instead, it's time for the front office to focus on what the roster will look like in 2013 and the near-beyond, when the Phillies will take another shot at winning a World Series before their aging core players reach the end of the line.

At the precipice of the luxury-tax threshold ? and with a 254-game-and-counting consecutive sellout streak at Citizens Bank Park ? the Phillies' only option is to reload.

"We're trying to be improvers,'' is how club president David Montgomery put it on Wednesday.

Montgomery was speaking at the press conference for Cole Hamels' six-year, $144-million contract extension, which was the first ? and very correct ? step in this process. Of all their pricey pieces, Hamels was the one they least could afford to lose ? a 28-year-old ace in the midst of his best season, smack in the prime of his career, seemingly with a half-dozen or so elite-level seasons in front of him.

This really was a compromise for both sides. Not that long ago, the Phillies had shown reluctance to go beyond three guaranteed years for pitchers (see Halladay, Roy). But the game's financial landscape has changed, and for as much as Hamels received ? reportedly a $6-million signing bonus, $19.5 million in 2013, $22.5 million per year in 2014-18 and either a vesting option for 2019 or $6-million buyout ? there is a feeling he could have received more in free agency.

In fact, when you consider that the Angels, Dodgers, Yankees and Red Sox all are in need of another front-of-the-rotation starter, CC Sabathia's record seven-year, $161-million deal seemed to be in jeopardy. So Hamels most likely took a bit less to stay with the only organization he has known since being picked 17th overall in the 2002 draft.

The legitimate question to ask is did the Hamels deal inhibit putting enough pieces in place to win in the near future? Look at the top-heavy financial obligations general manager Ruben Amaro Jr. faces in trying to add pieces to a puzzle that has come up way short this season. In 2013, the Phillies will pay (numbers from the Baseball Prospectus/Cots Baseball Contracts site):

  • $70.5 million to three starting pitchers ? Lee ($25 million), Halladay ($20), Hamels ($25.5 including signing bonus)
  • $90.5 million to four players, adding Ryan Howard ($20 million).
  • $129.5 million to seven players, adding Chase Utley ($15 million), Jonathan Papelbon ($13 million) and Jimmy Rollins ($11 million). And that's not counting Hunter Pence's arbitration-eligible salary, which should land between $13-$15 million.

Keep in mind that the Phillies' payroll was a tad under $100 million when they won the 2008 World Series. But the reality is the Phillies had no choice but to extend Hamels; he's that important going forward. Still, their needs are clear: third base, bullpen, outfield.

Dealing Lee would go the furthest to alleviate financial concerns, as he's owed $87.5 million (buyout included) over the next three seasons. But, that obligation limits his market to the financial elites ? Rangers (who have reported interest), Yankees, Dodgers, Angels, Red Sox and maybe a sleeper team or two.

It also doesn't help that Lee clearly is in a down year, and is nowhere near the league-elite starters. Forget the no-run-support argument; his ERA is 3.95 ? up 1.55 from his 2011 season mark, and by far his worst since 2007, when the Indians sent him back to the minors. Other measures similarly have risen, including WHIP, hits-per-nine innings and home-run ratio.

Still, you'd think he could bring a return that would fill two of those roster holes. But the Phillies have invested so much in their pitching since their postseason run began in 2007, it would mark a dramatic change in course for them to trade from their ultimate strength (actual or perceived). So count a potential Lee deal as the highest in both risk and reward; a truly gutsy move by Amaro, if he goes that way.

The Pence trade speculation seems strange, given that the Phillies let Jayson Werth and Raul Ibanez go over the last two winters, and it's highly likely Shane Victorino is in his final couple of months (or even week) in a Phillies uniform. How many outfielders can you let get away, especially when nobody has stepped up from the system, other than John Mayberry Jr.'s part-time contributions?

Pence has been the Phillies' best player this season besides Carlos Ruiz, is their only right-handed power threat, and is under control through next season. But again, that makes him more valuable to other clubs, and hence able to bring a bigger return ? probably two pieces that Amaro Jr. needs.

The Phillies have shown little interest to date in keeping Victorino out of free agency ? much as was the case with Werth. In the former, the Phils see a 33-year-old outfielder whose game is based on speed, and can envision a decline ahead. But if Pence is traded, Victorino's chances of returning increase.

Victorino is owed just over $3 million of the rest of this season, as is Joe Blanton. But as rental players heading to free agency this winter, they won't bring much in return.

The new collective bargaining agreement rules don't allow teams that acquire rent-a-players to receive draft picks when they leave through free agency. So, they're not showing the willingness to give up a highly rated prospect or valuable part for two-plus months of a rental player. For instance, the Reds reportedly turned down a Victorino-for-Logan Ondrusek proposed deal.

One way or another, Padres' third baseman Chase Headley could be a right answer, especially with Placido Polanco going on the disabled list. Headley is an above-average grinder-type (read: good fit in Philly) whose power is on the rise, and whose home/road splits suggest a nice uptick in production if he gets out of Petco Park. But he's attracting a lot of attention in this market.

So, especially in the next week leading up to the trade deadline ? and also into this off-season ? Amaro Jr. is facing his biggest challenge.

Children, families struggling after recession: report

WASHINGTON (Reuters) - More children and families across the United States are facing poverty and economic instability following the recession, new data shows, raising concerns about the weak economy's long-term impact on the next generation of Americans.

A report released on Wednesday found a rising number of children in nearly every state have families that have seen deeper poverty and economic insecurity since 2005, even as some other areas such as education and healthcare have improved.

The findings from the Annie E. Casey Foundation showed 2.4 million more children slipped into poverty from 2005 to 2010, from 13.3 million to 15.7 million, the data showed.

"The economic well-being of children and families has plummeted because of the recession," researchers at the non-profit youth advocacy group wrote in their annual report on the state of U.S. children.

Its findings come amid an uncertain recovery in the wake of a national recession that ran from late 2007 to mid-2009 and led to significant unemployment and housing foreclosures.

According to the foundation, in nearly every state and Washington, D.C., there were a growing number of children whose parents did not have stable, full-time employment and whose families were burdened with high housing costs.

Still, there were some gains in health and education.

Dozens of states saw more parents with high school diplomas and fewer teen births. Children in more than 40 states gained access to health insurance, and there were fewer deaths among children and teenagers. Many states also saw steady improvement in the number of children enrolled in preschool as well as gains in reading and math proficiency.

That has created "a mixed picture for kids over the last half decade or so," said Laura Speer, the group's associate director for policy reform and data.

The effect on black, Hispanic and other minority children as well as those who are poor is a particular concern.

Even though the number of U.S. minority children is outpacing whites, the report found those children are hit the hardest, especially when it comes to education.

For example, more than 80 percent of minority children still struggled with reading in the fourth grade compared to 58 percent of white children, data showed.

"Poor kids and kids of color continue to fall behind their more affluent and advantaged classmates," Patrick McCarthy, the foundation's president and chief executive, told reporters.

Additionally, black and American Indian children were twice as likely as whites to have both parents without secure employment. Black, American Indian and Hispanics were also more likely to have just one parent at home than their white peers.

Those disparities could have a profound impact on children's own employment and stability as adults, he added. "These declines in income and assets for families are likely to have a very real and lasting effect on their children."

Additionally, the recession's impact on children varies widely state-by-state, according to the report, which ranks states based on children's overall well-being.

Children in the Northeast and the Upper Midwest fared best, while those living in the Southeast or the Southwest had the worst outcomes. Eight out of 10 states that have the most children also ranked the worst, including California and Texas.

Removing colon polyps tied to lower cancer risk

NEW YORK (Reuters Health) - People who have had risky, possibly pre-cancerous polyps removed from their colon may be able to wait up to five years until their next colonoscopy, a new study from Germany suggests.

Recommendations from the American Cancer Society and other organizations call for a follow-up colonoscopy three years after large or risky adenomas are removed to check for further signs of cancer.

Extending that timeframe to five years may mean more colonoscopies could be done in people who really need them - such as older adults who've never been screened for colon cancer, researchers wrote Monday in the Journal of Clinical Oncology. The procedures run about $1,000.

But researchers not involved in the new study argued that it's too early to loosen the timeline for follow-up colon exams.

"Patients with high-risk polyps are at increased risk for developing colon cancer and their tumors may grow faster," said Dr. Benjamin Lebwohl, who studies colon cancer screening at Columbia University Medical Center in New York.

"This study provides a measure of reassurance to patients and gastroenterologists," he told Reuters Health. "It appears that those patients with high-risk polyps were similarly protected against colon cancer even beyond the three-year interval."

Still, "I think it's premature to interpret these results as saying that we can relax all intervals," Lebwohl said.

For the new study, Dr. Hermann Brenner of the German Cancer Research Center in Heidelberg and his colleagues compared 2,600 patients with colon cancer - including 160 who'd had colon polyps removed in the last decade - with 1,800 similar people without cancer, 264 of whom had a history of adenoma removal.

As expected, the researchers found that having risky polyps taken out in the last three years was tied to a lower chance of colon cancer: Those patients were 60 percent less likely to be diagnosed with cancer than people who hadn't had a previous colonoscopy.

And the benefits of prior screening and polyp removal held up for people who'd had the procedure three to five years ago, and had half the risk of cancer as their unscreened peers.

The findings were consistent for men and women as well as both younger and older patients, the researchers reported.

Brenner and his colleagues concluded that "extension of surveillance intervals to five years should be considered, even after detection and removal of high-risk polyps."

In people who haven't had polyps found before, the U.S. Preventive Services Task Force recommends screening for colon cancer using colonoscopy every 10 years, or with other methods more frequently. That guideline from the government-backed panel applies to people age 50 to 75.

"There's no question colonoscopy prevents colon cancer - this is very much a matter of how to fine-tune this effective tool," Lebwohl said.

Dr. Gregory Cooper, a gastroenterologist from University Hospitals Case Medical Center in Cleveland, Ohio, agreed with Lebwohl that the results should be interpreted with caution.

He noted that the researchers looked back at patient records to compare those with or without colon cancer, rather than tracking cancer-free patients forward and seeing who got the disease, which is considered a more reliable technique.

UK Leads, US Lags In Global Energy Efficiency Ranking

The United Kingdom has topped an energy efficiency ranking of the world?s 12 largest economies, while the United States placed a disappointing ninth overall, according to the American Council for an Energy-Efficient Economy (ACEEE).

The International Energy Efficiency Scorecard, the first-ever of its kind, analyzed nations collectively representing 78 percent of global gross domestic product, 63 percent of global energy consumption, and 62 percent of global carbon dioxide emissions. Countries could have scored a total of 100 points spread across four categories: buildings, industry, transportation, and national efficiency.

ACEEE awarded the U.K. 67 points for its energy efficiency efforts, ranking the country first among all nations with 18 of 24 possible industry points and 14 of 23 possible transportation points. Germany ranked a close overall second with 66 points, followed by Italy with 63 points, and Japan with 62 points. France led the second tier with 60 points, while Australia, China, and the European Union rounded out the group tied at 56 points.

The U.S. sat atop the bottom tier with 47 points, followed only by Brazil with 41, Canada with 37, and Russia with 36 points. ACEEE pulled no punches when it came to America?s poor rank, focusing on low scores in public transportation, vehicle fuel-efficiency, national energy efficiency goals, and industrial efficiency. Beyond higher energy bills and greater emissions, this overall inefficiency could drag down the national economy.

?Across most metrics analyzed, in the past decade the United States has made limited or little progress toward greater efficiency at the national level?(other) countries may have an economic advantage over the United States because using less energy to produce and transport the same economic output costs less. Their efforts toward efficiency likely make their economies more nimble and resilient.?

The entire energy efficiency story for America wasn?t negative, however. ACEEE did credit some areas of improvement, namely in building codes, appliance standards, government-industry partnerships, and recent vehicle fuel economy standards.

One overall message stands out from ACEEE?s scorecard ? every nation should be taking steps to improve their overall energy efficiency efforts. The average score for analyzed countries was only 54 points and ?every country has serious weaknesses,? even though the conditions required for a perfect score are currently achievable and in practice, found the report?s authors.

NCAA official: No death penalty for Penn State

Though he decided against shutting down Penn State's football program in the wake of its child sex-abuse scandal, NCAA President Mark Emmert will announce Monday morning broad and substantial sanctions that will severely affect the program for years, an NCAA official with knowledge of the penalties told USA TODAY Sports.

The official, who spoke on condition of anonymity because the NCAA has not yet announced the sanctions, says some of the penalties could be non-traditional.

In addressing a case unprecedented in nature and scope, Emmert made a decisive and ground-breaking move, turning to the Division I Board of Directors and NCAA executive committee rather than use the enforcement process the NCAA typically applies to rules violators, according to the NCAA official and another person familiar with the case who is a former NCAA investigator.

The NCAA official said both the board of directors, comprised of 22 university presidents and chancellors, and the executive committee had directed Emmert to look into the Penn State case and to offer recommendations on penalties, which he did. Emmert received broad approval from both groups, the official said, to impose sanctions and bypass the usual investigation process.

Emmert's move is a strong response to a case of misconduct unlike any the association has seen in its history. Rather than view the scandal as an enforcement matter for the infractions committee, which typically acts as judge and jury in NCAA investigations, Emmert saw it as so serious it warranted action by those with more overarching power over the membership.

Emmert will announce the sanctions against Penn State at NCAA headquarters in Indianapolis at 9 a.m. ET today, one day after Penn State officials removed coach Joe Paterno's statue outside Beaver Stadium. Appearing with Emmert will be Ed Ray, president of Oregon State and chairman of the NCAA executive committee.

A report by former FBI director Louis Freeh found that top university leaders, including Paterno, who died in January, covered up information for years that could have stopped Sandusky's attacks on children. Penn State's punishment likely will range from postseason bowl bans and scholarship reductions for the football program to other non-traditional sanctions that the NCAA has the authority to impose. In a statement Sunday, the NCAA said it will impose "corrective and punitive measures."

The NCAA's move to take action on the case is unusual because the issues involve a cover-up of criminal activity rather than a violation of typical association bylaws. No obvious on-field competitive advantage was gained by the misconduct. Some questioned the rush to hand down a decision.

"I am completely in the dark," said Anthony Lubrano, a newly elected Penn State board of trustee member. "I am so frustrated as a trustee. It is really disheartening. I am hearing the same things the (media) are.

"It is unforgiveable that Mark Emmert feels he needs to make an example, if what is being reported (is accurate). Joe Paterno is not responsible for pedophilia in America. Louis Freeh reached an (erroneous) conclusion."

ACC commissioner John Swofford, who had no details on the pending sanctions, on Sunday said the case as "goes well beyond anything related to athletics." Swofford said many individuals working in college sports have wrestled with how to sanction Penn State.

"I don't know if there's anything to compare it to," he said. "So it's uncharted waters ?a tragedy from every angle, starting with the young kids that were victims. And the question is, where do you put something like that in terms of NCAA violations, recruiting violations or that type of thing."

Unchartered territory for the NCAA

The case is unprecedented ? Sandusky was convicted of 45 counts of abuse ? and the NCAA underscored the point in departing from its typical investigation protocol.

Said former longtime NCAA enforcement head David Price in an email to USA TODAY Sports: "On the surface, they seem to be separating the issue from the enforcement process. ? I am curious to learn what they have decided and what process they are using."

Emmert, who at one point said he had not ruled out shutting down the program for a period of time, told Penn State in November that the NCAA would be examining the exercise of "institutional control."

Only one major college football program, Southern Methodist in the late 1980s, has received the so-called death penalty. Several NCAA former investigators have said that one of the reasons why the death penalty has not been imposed since is because of the devastating effect it had on SMU's football program, which has had three winning seasons since 1986.

According to the NCAA database of major infractions cases, the longest postseason ban issued in major college football has been four years, to Indiana starting in 1960.

Sunday's announcement by the NCAA brought mixed reaction in the Penn State community.

Said Michael Robinson, who helped lead Penn State to the 2005 Big Ten title: "I know the NCAA felt like it had to do something, but Jerry and this scandal ? it gave us no competitive advantage, you know? We had no idea. ? The NCAA, when it talks about docking scholarships, bowls, wins or whatever, the death penalty, I look at it as if you were doing something to create a competitive advantage. That wasn't the case here."

Said William Earley, a retired Wall Street executive who made five-figure donations to Penn State for 20 years: "Is the punishment expected? Yes. Is it deserved? Yes. It is the beginning of the whole rehabilitation process. Just like taking down the statue. You can't avoid it. It is a perpetual reminder of doing the wrong thing. This is one of the ugliest episodes in American sports."

And former Penn State standout Matt Millen said: "Here is what disappoints me: What are they basing it on? They didn't conduct an investigation. They are going off a report the university paid for. So the university's own words killed them.

"Doesn't the NCAA have an investigative arm? Isn't that what they are supposed to do? ? This looks to me like the NCAA is doing it while it is hot. There are some positives: The fact that they are being this swift can help with recruiting ."

According to the version of first-year coach Bill O'Brien's contract available on Penn State's web site, O'Brien, whose base salary this season is $950,000, cannot terminate the agreement because of sanctions against the program without having to give the university a sizeable buyout payment. O'Brien has been steadfast in his commitment to Penn State amid the widening scandal.

Just the beginning of sanctions?

Two former chairmen of the NCAA infractions committee as well as former NCAA investigators said last week that the Penn State case, while reprehensible, might not qualify as an enforcement issue.

"You might argue that by what Sandusky did do and by what Penn State did not do, that it is a violation of ethical conduct, but I don't think I have ever seen it used in that fashion," former infractions committee chairman David Swank said. "My opinion would be that it is not (an enforcement issue). There are other venues to take care of the problems that occurred at Penn State, and one of those is not the NCAA."

Chuck Smrt , who was on the NCAA enforcement staff for more than 17 years, said that the NCAA involvement in the case could open a Pandora's Box for the organization in the future regarding criminal activities on campuses across the nation.

"Then the next time an athletic staff member at another school is involved in criminal activity, are you going to look at whether other staff members were aware and followed up on that?" Smrt said. "When a coach is involved in criminal activity, does every school then need to review who knew what along the way and assess whether there has been unethical conduct? Or does it relate only to the significance of the criminal activity? And then, well, where do you draw that line?"

The former investigators and former infractions committee chairman Tom Yeager said that Penn State was eligible for the death penalty even though it is not a so-called repeat violator ? more than one major rule violation within a five-year period ? because all punitive options are on the table in cases involving major rules violations.

The NCAA penalties could be just the beginning of sanctions for Penn State. The U.S. Department of Justice and U.S. Department of Education are conducting investigations into the school's actions in relation to the scandal.

Also, athletics director Tim Curley, who is on leave, and former vice president Gary Schultz await trial on charges of failing to report child abuse and lying to a grand jury but have maintained their innocence.

And the sanctions will have far-reaching ramifications for the current Penn State players, who had scheduled a meeting for 10 a.m. Monday, according to Twitter reports.

(AP) ? The U.N. Security Council unanimously approved a resolution Friday renewing the 300-strong U.N. observer force in Syria for 30 days, leaving the door open for a possible extension if the government stops using heavy weapons and the escalating violence is reduced significantly.

The resolution is a lifeline for the unarmed observers who were sent to Syria three months ago to monitor a cease-fire that never happened, and to watch over the implementation of international envoy Kofi Annan's six-point peace plan, flouted by President Bashar Assad's government.

The council voted shortly after Russia's ambassador to France, Alexander Orlov, said he believed Assad was ready to step down "in a civilized way." The Syrian government immediately denied it, and the Russian Foreign Ministry said the ambassador's statements were "wrongly interpreted."

The U.N. suspended the observers' patrols and most of their other activities on June 16 because of increased violence, and its mandate had been set to expire Friday.

The force's future had been in doubt following Russian and Chinese vetoes of a Western-backed U.N. resolution Thursday pressuring Assad's government to end the civil war by threatening sanctions. Russia had opposed the resolution on grounds that it opened the door to military action, which it adamantly opposes.

In Moscow, spokesman Dmitry Peskov alluded to any future actions not sanctioned by the U.N. saying Friday that Russian President Vladimir Putin believes that "any attempts to act bypassing the U.N. Security Council will not be effective and only undermine the authority of this international organization."

He made the comments following a closed meeting with Putin and Russia's top military and intelligence officials.

Russia's U.N. Ambassador Vitaly Churkin had said Friday morning that he would also veto the original British-drafted resolution on the observer mission and support a rival Pakistani text that would have extended the mission for 45 days, with the possibility of further renewals.

But after closed-door consultations called by Pakistan, all 15 council members reached agreement on a revised British text, which allows for the mission's renewal after 30 days if Secretary-General Ban Ki-moon and the Security Council confirm that the Syrian government has withdrawn heavy weapons from populated areas and both sides have significantly reduced the violence so the observers can do their job.

U.S. Ambassador Susan Rice said the resolution would allow the observers to withdraw safely, and it was unlikely the situation on the ground would change enough to enable their mandate to be renewed a second time. Russia's Churkin countered: "This is not a resolution about withdrawal. It is a resolution about continuation of the mission."

With the divided Security Council unable to adopt a resolution threatening sanctions, the U.S. and European Union are pressing to enforce their own.

The EU announced Friday it will enforce an arms embargo against Syria by boarding ships and aircraft on EU territory or in its waters suspected of carrying suspicious cargo to the war-torn nation. It said the boardings would start following expected approval by EU foreign ministers on Monday.

The seemingly contradictory reports over Assad's intentions fueled the debate over his future, which already had intensified following this week's daring attack in Damascus that killed four people close to him. The victims included his powerful brother-in-law and deputy defense minister, and his defense minister.

Orlov, the Russian ambassador in Paris, said in an interview with Radio France Internationale that Assad's acceptance of an international agreement in June for a transition toward a more democratic regime, and his subsequent naming a representative to negotiate the transition, meant that he was prepared to give up leadership.

"Personally ... I think it will be difficult for him to stay in office, given everything that's happened," Orlov told RFI.

He later backtracked in an interview with BFM TV, saying in response to a question that he did not think Assad's days were numbered.

"I say it's for Syrian people to determine that ... Is the regime coming to an end or not? It's not for me to say," Orlov said.

The ambassador blamed the confusion on the fact that he was misunderstood.

Syrian TV quickly said the interview had been taken out of context.

The Russian Foreign Ministry wrote in its Twitter feed that "It's only for the Syrian people to decide the future of the Syrian republic and its leaders."

The remarks by ambassador Orlov added a new layer of interpretation to the Geneva agreement, which was based on a U.N.-brokered peace plan that Syria's president was party to. In fact, Russian Foreign Minister Sergey Lavrov underlined at the time that the plan does not require Assad's ouster, saying there is "no attempt in the document to impose on the Syrian people any type of transitional process."
